高校科研仪器开放共享存在的问题及对策建议

摘　　要：为了提高高校大型仪器的有效利用率,切实发挥高校科研仪器对人才培养、科技创新、社会服务的有力支撑,该文系统梳理了高校在科技部组织的“大型科研仪器开放共享评价考核”工作中存在的仪器缺乏统筹管理、利用率不高、管理水平不高、低效购置、对外服务机时占比低等问题,结合高校自身科研特点,提出了科学统筹规划、加强评价考核、合理调控增量、引入市场机制、加强在线服务平台建设等建议,以期为高校大型科研仪器开放共享提供借鉴。In order to give full play to the resource efficiency of the increasing large-scale instruments in universities,and effectively improve the supporting role of scientific research instruments in universities for scientific and technological innovation,this paper systematically sorts out the problems in the assessment of major scientific research infrastructure and large-scale scientific research instruments organized by the Ministry of Science and Technology in colleges and universities,such as lack of overall management of instruments,low utilization rate,low management level,inefficient purchase,low proportion of external service hours.Combined with the characteristics of colleges and universities,this paper puts forward some targeted countermeasures and suggestions,e.g.,overall scientific planning,strengthening evaluation and examination,rationally regulating increment,introducing market mechanisms,and strengthening the construction of online service platforms.In order to provide reference for the open sharing of major scientific research infrastructure and large scientific research instruments in colleges and universities.
