摘 要:保护生态环境、治理环境污染已成为迫切的民生诉求,环保NGO在此过程中扮演了非常重要的角色。为研究我国环保NGO的政策倡导机制及其对环境治理的影响,本文在制度主义视角下,分析社会变迁过程中社会组织参与环境治理的制度空间。在资源依赖理论分析层面,本文构建了一个以“柔性策略”为核心的多层次解释框架。研究发现,随着环境治理政策的迭代变化,环保NGO确有更大参与环境治理的行动空间,但环保组织资源汲取和组织行动能力尚不充分,政策倡导效能仍存在局限性。尽管如此,当下环保NGO政策倡导模式趋于稳定,环保NGO在依法倡导—公众参与—组织联动—媒体网络的倡导路径中实现了合法性和集体行动有效性的双重平衡。Protecting the ecological environment and containing the environmental pollution has become an urgent demand for people's livelihood in China.In order to study the mechanisms of environmental non-governmental organizations'(ENGOs)policy advocacy and their influence on environmental governance in China,this paper analyzes the institutional space for social organizations to participate in environmental governance in the process of social change from the perspective of institutionalism.It also constructs a multi-level framework centered on nonconfrontational strategies by drawing on resource dependence theory.This paper finds that China's ENGOs have gained more space to participate in governance due to the gradual change of environmental governance policy.However,the effectiveness of their policy advocacy is limited because their capabilities in resource absorption and organizational action are constrained by a variety of factors.In spite of this,policy advocacy models of ENGOs have become increasingly stabilized and they have achieved a dual balance between the effectiveness and legitimacy of collective action in law-based advocacy,public participation organizational integration,and media and Internet.
