摘　　要：数字技术的快速发展和广泛应用,给人类社会带来了巨大冲击,多维度改变着人类的认知方式、交互方式、生活方式与社会运行方式。这些改变塑造了数字时代新的社会特征,包括数字化、普遍联接、快捷联接、草根化、虚实融合和智能化等。在数字时代,社会运行呈现社会极化、数字技术与社会变动的高度耦合两大突出特点。在数字时代,社会运行节奏加快,社会治理需要数字技术支撑,数字技术也为社会治理提供丰富的手段。数字时代社会复杂系统形成了数字技术—社会系统复杂性—社会治理协同演化的态势,要求社会治理体系的建设是一个持续不断的过程。在这一过程中,需要厘清社会治理的基本原则,明确数字治理技术的目标导向,加强数字治理技术在保障信息安全、应对数字垄断、维护社会稳定等方面的应用,做好社会治理体系的多维度协同。The fast development and wide application of digital technology has brought a huge impact to society,changing human cognition and interaction methods,people’s lifestyles and social forms in multiple dimensions,and jointly shaping the social characteristics of the digital era.These characteristics include digitization,universal connection,speed-connection,grassrootsization,virtualization,smart technologies,etc.The operation of society in the digital age presents two prominent features.One is polarization,and the other is the coupling between digital technology and social change.The fast pace of life in the digital age requires digital technology to support and provide various means for social governance.There is a co-evolution among digital technology,complexity of social system,and social governance in the digital age,making the building of a social governance system an unending process.In this process,it is required to establish basic principles of social governance,make clear the objectives of digital governance technologies,promote the applications of digital governance technologies in areas such as ensuring information security,dealing with digital monopoly,and maintaining social stability,and coordinate the social governance system in different aspects.
