摘 要:马来西亚作为跨国高等教育输入国的典型代表,已从单向输入迈向输入与输出双向互动发展。这是马来西亚政府和高校共同战略选择和积极行动的结果。马来西亚政府以建设“世界高等教育中心”为目标,通过宏观战略规划、法律制定与完善、资格框架建设对双向互动发展予以指导和保障。高校积极采取国际化战略行动推动跨国高等教育转型发展。以林国荣创意科技大学为例,通过战略导向、战略目标、发展策略、战略执行和战略强化进行双向互动发展。当然,马来西亚跨国高等教育也受到政治因素的负面影响、高校“走出去”风险及投资回报等挑战。马来西亚政府与高校协同,持续增强内生驱动力已成为未来跨国高等教育可持续发展的关键。As a typical representative of transnational higher education importing countries,Malaysian transnational higher education has moved from one-way input to two-way interactive development of input and output.This is the result of the joint strategic choice and positive action by the Malaysian government and universities.With the goal of building a“world center of higher education”,the Malaysian government guides and guarantees the two-way interactive development through macro strategic planning,law formulation and improvement,and the construction of Malaysian qualifications framework.Malaysian universities are actively taking international strategic actions to promote the transformationof transnational higher education.Limkokwing University of Creative Technology conducts two-way interactive development through strategic orientation,strategic objectives,development strategies,strategic implementation and strategic strengthening.Of course,Malaysian transnational higher education also faces challenges such as the negative impact of political factors,the risks and investment return challenges of Malaysian universities in the“going global”.Malaysian government and universities should further strengthen the endogenous driving force to form a joint force for development,which has become the key to the sustainable development of transnational higher education in Malaysia in the future.
