摘  要:[目的]分析目前公立医院护理绩效考核存在的问题,优化护理绩效管理模式,构建符合公立医院需求的护理绩效评价指标体系。[方法]基于层次分析法,结合文献检索、质性访谈等科学方法,完成公立医院护理绩效评价指标体系的构建。[结果]最终构成由4个一级指标(临床护理、患者满意度、学习与发展、财务)、9个二级指标和40个三级指标组成的护理绩效评价指标体系。[结论]公立医院护理绩效评价指标体系既需要结合国家对于公立医院绩效考核的共性要求,同时也需要结合医院自身的个性特点。为了保证绩效考核评价结果的公平性和客观性,在实施考核评价的过程中也需要借助信息化评价指标系统。在实践中,考核体系需进行动态调整并增强考核结果与护理薪酬的相关性,提高护理人员的积极性及发挥护理薪酬的奖惩性。Objective To analyze existing problems in the current nursing performance appraisal of public hospitals,optimize the model of nursing performance management,and build a nursing performance evaluation index system that meets the needs of public hospitals.Methods Based on analytic hierarchy process,literature retrieval,qualitative interview and other scientific methods,the nursing performance evaluation index system of public hospitals was constructed.Results The nursing performance evaluation index system was composed of four primary indicators(clinical nursing,patients satisfaction,learning and development,finance),nine secondary indicators and 40 tertiary indicators.Conclusions The nursing performance evaluation index system of public hospitals should not only combine the common requirements of the state for the performance evaluation of public hospitals,but also combine the individual characteristics of hospitals.In order to ensure the fairness and objectivity of the performance appraisal results,it is also necessary to use the information-based evaluation index system in the process of evaluation and appraisal.In practice,the assessment system should be dynamically adjusted and the correlation between the assessment results and nursing salary should be enhanced to improve the enthusiasm of nursing staff and give play to the reward and punishment of nursing salary.
