摘 要:近年来,中国对非高等教育援助备受学界关注。一方面,非洲国家人力资本极度匮乏,对外寻求高等教育援助以推动本国人力资源的发展已经成为这些国家的重要举措。另一方面,作为新兴援助国,中国政府积极回应非洲领导人的要求,大力推进中非在高等教育领域的合作。那么,中国为什么要加大对非高等教育领域的援助?中国对非高等教育援助的成效又如何呢?通过大量实证调查,本文在中国对非高等教育援助双向性的框架下,对中国对非高等教育援助的历史、特点以及形式进行了梳理;基于在中国与非洲三国采集的田野调查数据,对非洲来华留学生的留学动机与满意度进行了评析,总结了非洲学生在中国留学期间面临的困境以及制约援助有效性的因素。In recent years,China's higher education aid to Africa has attracted attention in the academic circle.On the one hand,African countries lack human resources,and seeking higher education aid has become an important way for these countries to promote human resource development.On the other hand,China-Africa cooperation in education has been strengthened as a means of responding to African countries'demands for human resource development.Why has China increased its higher education aid to Africa?And what is the aid effectiveness of China's higher education aid to Africa?Through extensive empirical research,this paper explores the history,characteristics and forms of China's higher education aid to Africa within the framework of mutual benefits.Based on the raw data collected in China and three African countries,this paper analyzes the motivations and satisfaction level of African students studying in China,summarizes the challenges they face during their studies in China,and identifies factors that may hinder the effectiveness of China's higher education aid to Africa.
