摘 要:水利工程的建设涉及范围广泛,会对当地产生一定社会方面的影响,目前尚无统一的规定和系统的方法体系评价这些影响及指标的选择与评判。为此,结合现阶段国家水利工程建设发展目标与规划要求,从居民生活环境、工程社会效益、地区和谐性三个方面构建了包含3个一级指标、13个二级指标和29个三级指标的水利工程社会影响后评价指标体系,阐述了各指标含义和评价标准,考虑到评价过程的模糊随机性,运用变权函数进行权重的修正,并构建等级云模型分析评价结果的不确定性。工程实例应用结果表明,水库建设后对当地的社会影响等级为中等,建设区水环境、资源开采利用、工程效益开发是区域后期建设管理的重点。The construction of hydraulic project involves a wide range of aspects and will have certain social impacts on the local area.Currently,there is no unified regulation or systematic method system for evaluating these impacts and selecting and evaluating indicators.This article combines the current development goals and planning requirements of national water conservancy engineering construction to establish a post evaluation index system for the social impact of water conservancy engineering,which includes 3 first level indicators,13 second level indicators,and 29 third level indicators.The meanings and evaluation standards of each indicator are explained.Considering the fuzzy randomness of the evaluation process,the variable weight function is used to modify the weight,and the hierarchical cloud model is constructed to analyze the uncertainty of the evaluation results.The application result of the project shows that the social impact of the reservoir construction on the local community is medium,and the water environment,resource exploitation and benefit development of the construction area are the key points of the regional construction management in the later stage.
