摘　　要：综合行政执法改革是治理现代化的重要内容,而理解综合行政执法改革的基本逻辑是持续推进治理现代化的基础。本文基于场域概念构建统一的分析框架,将超大城市的复杂情境与社会变迁的动态变化纳入综合执法改革探讨之中,并基于北京市行政执法改革的纵向多案例进行追踪分析,认为超大城市推进综合行政执法改革遵循“单一场域中的条条整合、中间场域中的条块协作、复合场域中的以块统条”的基本逻辑。进一步分析发现,场域驱动下的综合行政执法改革实质上是约束整合的过程。未来,超大城市中的综合行政执法改革应当着重关注如何保证约束整合的有效性,具体可以从提升感知场域的能力,确保改革于法有据,构建整合执法体系等方面持续推进。Comprehensive administrative law enforcement reform is an important part of governance modernization,and understanding the basic logic of comprehensive administrative law enforcement reform forms the basis of continuous governance modernization.Existing discussion on comprehensive administrative law enforcement reform fails to focus on complex mega-cities,and rarely incorporates social changes into the analytical framework.Firstly,this paper constructs a unified analysis framework based on the concept of field and integrates the complex context of mega-cities and the dynamic social changes.Secondly,based on the longitudinal multi-case analysis of administrative law enforcement reform in Beijing,this study finds that the implementation of comprehensive administrative law enforcement reform in mega-cities follows the basic logic of“integration of Tiao in a single field,collaboration of blocks in the middle field,and the regulation by the blocks in the composite field.”Further analysis shows that the comprehensive administrative law enforcement reform driven by the field is essentially a process of restraint and integration.In the future,the comprehensive administrative law enforcement reform in mega-cities should focus on how to ensure the effectiveness of constraint integration,which can be continuously promoted by improving the ability to perceive the field,ensuring that the reform is based on the law,and building an integrated law enforcement system.
