摘　　要：和谐是社会主义核心价值观的基本范畴,也是中国特色社会主义的本质属性。作为和谐应有之义的政治和谐,是政治权力与政治权利良性互动的应然状态,也是政治秩序的外在彰显。新时代,从政治权力到政治权利的和谐发展彰显了以人民为中心的价值目标,从政治权利到政治权力的和谐共融体现了人民当家作主的现实指向。直面政治权力与政治权利在政府权责之间、政府与市场之间、政府与社会组织之间、政府与公民之间的现实发展,既为新时代政治和谐的研究培育了理论基础,也为建设社会主义现代化强国奠定了实践依据。新时代中国需要坚持民主集中的组织原则、构筑权责统一的制度保障、凝练包容贵和的价值共识、实现美好生活的现实旨归,使得政治和谐能够为人民提供一种普遍公正和持久稳定的生活秩序,指向政治正义的至高价值境界。Harmony constitutes a fundamental category within the core socialist values and serves as an essential attribute of socialism with Chinese characteristics.Political harmony,embodying the inherent meaning of harmony,represents the ought state of benign interaction between political power and political rights,as well as an external manifestation of political order.In the new era,the harmonious development from political power to political rights reveals the people-centered value target,and the harmonious integration from political rights to political power reflects the practical orientation of the people's mastery of the country.Facing the real development of the interaction between political power and political rights in the allocation of government responsibilities,between the government and the market,between the government and social organizations,and between the government and citizens,it not only cultivates the theoretical foundation for the study of political harmony but also lays a practical basis for building a great modern socialist country.In the new era,China needs to adhere to the organizational principle of democratic centralism,build institutional guarantees that unify power and responsibilities,condense a value consensus with inclusiveness and peace,and realize the realistic goal of a better life.This ensures that political harmony can provide the people with a universally just and enduringly stable social order,pointing towards the supreme value realm of political justice.
