发展伦理学视域下的科技伦理治理发展观与优化路径

摘　　要：科技伦理治理是我国为了应对科技发展中的问题和挑战而提出的科技伦理战略,力图实现科技发展对于社会进步和人类福祉增进的积极作用。发展伦理学从发展的伦理和伦理的发展双重维度凸显了伦理道德在社会发展中的重要价值,能够为树立正确的科技伦理治理发展观、发挥科技伦理对于科技合理化发展的作用奠定理论基础。基于发展伦理学的理论视野和方法论,应注重从科技伦理治理中的前瞻性伦理责任、伦理规范的动态更新、多元参与机制、系统性调整等方面优化科技伦理治理进路。Ethical governance of science and technology is a strategy concerning sci-tech ethicsput forward by China to deal with the problems and challenges in scientific and technological development,aiming at realizing the positive role of scientific and technological development in social progress and enhancement of human well-being.Development ethics highlights the important value of ethics in social development from the dual dimensions of “ethics of development” and “ethical development”,which can lay a theoretical foundation for correctly handling the relationship between scientific and technological development and ethical governance of science and technology,and giving full play to the role of sci-tech ethics in the rational development of science and technology.Based on the theoretical vision and methodology of “development ethics”,we should optimize the path of ethical governance in science and technology by strengthening its forward-looking ethical responsibility,paying attention to its dynamic renewal of ethical norms,perfecting its multiple participation mechanism,and paying attention to its systematic adjustment.
