省域职业教育专业集群发展:问题、逻辑与路径

摘　　要：增强职业教育适应性需要打造“专业集群+产业链”产教融合生态系统。省域职业教育专业集群发展存在活力不足、布局体系与产业结构耦合度不高、服务支撑产业能力不强等问题。省域职业教育专业集群发展逻辑机理表现为与产业集群的互动、与产业集群的功能匹配以及内部的功能适配结构。推动省域职业教育专业集群高质量发展,需要从强化中央政府统筹引导体系、夯实地方政府规划指导体系、健全地方政府支持监督体系等方面予以政策赋能;在健全协同治理机制、完善内部耦合发展机制、创新组织管理机制、构建科教资源汇聚机制等方面进行创新。Enhancing the adaptability of vocational education requires building a"professional cluster+industrial chain"integrated ecosystem of industry and education.There are some problems in the development of provincial vocational education clusters,such as lack of vitality,low coupling between distribution system and industrial structure,and weak capacity to support industries.The logical mechanism of the development of provincial vocational education specialty clusters is the interaction with industrial clusters,the function matching with industrial clusters,and the internal function matching structure.To promote the high-quality development of provincial vocational education clusters,it is necessary to strengthen the central government's overall guidance system,consolidate the local government's planning guidance system,and improve the local government's support and supervision system,and innovative approaches should be taken to improve collaborative governance mechanisms,enhance internal coupling development mechanisms,innovate organizational management mechanisms,and establish mechanisms for the convergence of scientific and educational resources.
