摘 要:基于对道路停车管理服务基本内容的分析,从电子收费道路基础设施、电子收费、严格执法、运行状况和交通影响5个方面选取14个指标,采用组合赋权法确定指标权重,构建电子收费道路停车管理服务水平综合评估体系,然后应用该评估体系,抽样调查北京市274条电子收费道路,从区域、道路2个层面对道路停车管理服务水平展开分析.结果表明:全市道路停车管理服务水平具有明显的区域差别,北京市城六区、副中心和经济开发区优于郊区;平谷、西城、通州、昌平等八区内部道路停车管理服务水平不均衡.本文研究成果可为针对性的提高北京市整体电子收费道路停车管理服务水平提供参考,也能为其他城市相关工作提供借鉴.Based on the analysis of the basic content of curb parking management services,this article selects 14 indicators from five aspects:electronic toll road infrastructure,electronic toll,strict law enforcement,operation status,and traffic impact,using the combination weighting method to determine the weight of the indicators,and constructs a comprehensive evaluation system for the level of curb parking management services.Then,using the evaluation system,a sampling survey was conducted on 274 electronic toll roads in Beijing,and the level of road parking management services was analyzed from both regional and road levels.The results show that there are significant regional differences in the level of curb parking management services in the entire city,with Beijing s urban six districts,sub centers,and economic development zones being superior to the suburbs.The level of curb parking management services within the eight districts of Pinggu,Xicheng,Tongzhou,Changping,etc.is uneven.The research results of this article can provide reference for improving the overall parking management service level of electronic toll roads in Beijing,and also provide reference for related work in other cities.
