摘  要:在不确定性增强、全球性公共危机频发的当代,人们越来越难以通过“依循先例”的经验方法应对挑战,必须对成功应对危机的“智慧”进行方法论本身的探索。英国国际学生在新冠疫情期间的逆势增长表明,英国教育部在危机中做出积极应对,使其国际教育体系体现出较强的韧性,因此有必要分析其背后原因,挖掘其方法论层面的现实价值。基于国际教育的战略性地位,英国采用权变和不变相结合的做法,一方面基于疫情的变化状态对政策加以动态而迅速地调整,另一方面不因疫情这一突发的公共危机而改变长期坚持的国际教育战略。这一做法保证了国际教育政策既具有一定的连续性,也具备足够的灵活性,是英国国际学生在疫情期间逆势增长的主要原因。At a time of heightened uncertainty in the world and the emergence of major global public crises,it is becoming increasingly difficult to cope with them through empirical methods of“ following precedents ”,and it is necessary to explore the methodology of the“wisdom”of responding to crises successfully.The growth of international students in the UK during the COVID-19 pandemic demonstrates the resilience of the UK's international education system as a result of the British Ministry of Education's proactive response to a major global public crisis,and it is therefore necessary to analyze the reasons in depth,and to explore the value of its methodology in practical terms.Based on the strategic position of international education,the United Kingdom adopted a combination of “contingency”and “continuity”strategies.Policies were dynamically and rapidly adjusted based on the changing state of the COVID-19 epidemic,and long-standing international education strategies were not altered due to the sudden public crisis of the COVID-19 epidemic.This strategy has ensured that the international education policy has a certain degree of continuity and sufficient flexibility,and is the main reason for the UK's contrarian growth of international student enrollment during the COVID-19 epidemic.
