摘　　要：近年来农业转基因技术备受关注,但由于该技术所带来的利弊影响具有不确定性,引起了社会各界的争论,尤其是在伦理道德与法律层面。基于国家政策,将农业转基因技术的伦理道德责任与约束作为研究重点,围绕如何应对农业转基因技术问题,从自律和他律视角给出建议。一方面,相关主体应坚守伦理道德红线,服务国家和人民;另一方面,政府应完善相关法律法规和监管体系,并做好利弊评估。In recent years,agricultural transgenic technology has attracted significant attention.However,due to the uncertainties regarding the benefits and risks associated with this technology,it has sparked debates in various sectors of society,particularly in the realms of ethics,morality,and law.In accordance with national policies,the ethical and moral responsibilities and constraints of agricultural transgenic technology have been emphasized as a focal point of research.Recommendations are proposed from both self-regulation and external regulation perspectives on how to address the issues related to agricultural transgenic technology.On one hand,relevant stakeholders should uphold ethical and moral boundaries while serving the nation and the people.On the other hand,the government should improve relevant laws,regulations,and regulatory systems,as well as conduct comprehensive assessments of the benefits and risks involved.
