多维项目制与民族地区县域现代化——以贵州省榕江县为例

摘　　要：项目制在何种条件下以何种方式推动民族地区县域的现代化进程,涉及民族地区如何践行中国式现代化的重要问题。文章基于公共政策的一般过程提出多维项目制的定义,并把项目制分为纵向财政项目制、府际横向项目制、招商引资项目制和文化活动项目制四种类型。文化活动项目制的运作逻辑是传统文化创造性转化而非事本主义,其功能具有外溢性。在贵州省榕江县,文化活动项目制借助民族文化找到一条突破县域发展困境的特色路径,并使各类项目制在相互补充、促进和融通中形成一个功能一致的系统,搭建起县域现代化的机会结构,为民族地区县域突破发展困境、加速推进现代化进程提供了一种可能路径。Under what conditions and in what ways, the project system promotes the process of county modernization in ethnic areas,which involves the important issue of how ethnic areas practice the Chinese path to modernization. This article proposes a definition of multidimensional project system based on the general process of public policy,and empirically divides project system into four types:vertical fiscal project system,horizontal intergovernmental cooperation project system, investment promotion project system, and cultural activity project system. Among them, the operational logic of cultural activity project system is the creative transformation of traditional culture rather than Matter-oriented principle, and its function has spillover effects. In Rongjiang County,Guizhou Province,the cultural activity project system has found a unique path to break through the development difficulties of the county through ethnic culture, and has formed a functionally consistent system through mutual supplementation,promotion,and integration of various project systems. It has built an opportunity structure for county modernization, providing a possible path for ethnic areas to break through the development difficulties and accelerate the modernization process.
