高等教育强国视野下国际科研合作对大学创新绩效的影响研究——基于教育部直属高校的实证分析

摘　　要：推动高等教育创新发展对建设教育强国具有重要赋能意义,在高等教育全球化背景下,国际科研合作是赋能高等教育质量提升的重要战略。研究基于2009-2020年64所教育部直属高等院校数据,以创新绩效作为高等教育强国建设核心指标,构建国际科研合作动态面板模型,采用系统广义矩的方法进行实证研究。研究发现,国际科研合作强度与高校创新绩效呈倒U型关系,我国教育部直属大学国际科研合作水平基本都处于上升阶段但尚未达到极点,大学类型对大学国际科研合作与大学创新绩效的关系有显著调节作用。研究建议,面向高等教育强国,应深化“一带一路”国家高校合作,加强我国高校国际科研合作的顶层设计,提升国际科研合作强度,在坚持本土化创新的基础上,提升高等教育国际竞争力,促进高校多元创新绩效的持续输出,以高位目标推动建设新时代高质量高等教育体系。Promoting innovative development of higher education is of great significance to building an educationally strong nation.Under the background of globalization of higher education,international scientific research cooperation has become one of the important strategies for improving the quality of higher education.Based on the data from 64 higher education institutions directly under the Ministry of Education from 2009 to2020,with innovation performance as the core indicator for building a strong higher education country,this study constructs a dynamic panel model of international scientific research cooperation and conducts empirical research by using the method of system generalized method of moments.It is shown in the results that there is an inverted U-shaped relationship between the intensity of international scientific research cooperation and the innovation performance of universities.The research suggests that,in the context of building an educationally strong nation,it is necessary to enhance the cooperation between colleges in countries along the“the Belt and Road”,the top-level design of international scientific research cooperation in Chinese colleges,the intensity of international scientific research cooperation,the international competitiveness of higher education,the continuous output of diversified innovation performance of colleges,and the construction of a high-quality higher education system in the new era towards high goals.
