摘　　要：进入21世纪,日本政府积极推进高等教育在地国际化政策实践,以培养全球化人才,进而提升高等教育国际竞争力。日本推动高等教育在地国际化的政策要点包括:接收外国留学生以提升学生多样性,建设国际化课程以培养全球化人才,推动教师国际化发展以带动学生与课程的国际化,构建国际化支援体制以助力在地国际化发展。在政府政策指引下,日本高校结合本校实际进行了富有特色的探索与实践,在留学生数量及比例、外国教师比例、留学生留日就业、特色教育项目以及国际合作等方面实现较大幅度的提升。未来,日本高等教育在地国际化发展将更加重视留学生资源的利用和国际化课程的建设。Entering the 21st century,the Japanese government actively promotes the practice of internationalization at home policies for higher education,in order to cultivate globalized talents and thereby enhance the international competitiveness of higher education.The key policy points for promoting the internationalization at home of higher education in Japan include:receiving foreign students to enhance student diversity,constructing international courses to cultivate global talents,promoting the internationalization of teachers to drive the internationalization of students and courses,and constructing an international support system to assist in the development of internationalization at home.Under the guidance of government policies,Japanese universities have conducted distinctive explorations and practices based on the actual situation of their own universities,achieving significant improvements in the number and proportion of international students,the proportion of foreign teachers,employment opportunities for international students studying in Japan,characteristic education projects,and international cooperation.In the future,the internationalization at home of higher education in Japan will place greater emphasis on the utilization of international student resources and the construction of international courses.
