摘　　要：针对地方开放大学发展社区教育面临思想认识不到位、办学体系不健全、运作模式滞后、办学经费匮乏和师资队伍不足等问题及制约因素,从提高政治站位、创新办学理念、实现社区教育和老年教育融合发展等方面提出发展社区教育的对策与建议,为办好社区教育、推进学习型社会做出新贡献。The paper analyzes the problems and restrictive factors in the development of community education in local open universities,which include inadequate ideological understanding,imperfect school running system,lagging operation mode,a lack of school running funds as well as insufficient teachers.To make new contributions to community education and promoting a learning society,it puts forward the countermeasures and suggestions on the development of community education from such aspects as improving the political position,innovating the concept of running a school,and realizing the integrated development of community education and elderly education.
