高层次人才引进政策的问题与建议——以哈尔滨市为例

摘　　要：哈尔滨市实施“人才强市”战略以来,制定了相应的引进人才政策,注重高层次人才引进的数量与质量,从而为其经济发展提供更多的基本动力。建设哈尔滨“七大都市”,必须强化“人才强市、科技强市”战略,不断完善引才政策,改变其长期存在人才结构不合理的问题。针对哈尔滨市高层次人才引进政策存在的科学性有待加强、政策内容缺乏比较优势和政策宣传力度有待加强等问题,提出提高政策制定的科学化水平、强化政策的吸引力与竞争力以及加大引进人才政策宣传力度等对策建议。Since the implementation of the strategy of"strong city of talents",Harbin has formulated corresponding policies on the introducing talents,and focusing on the quantity and quality of high-level talents,so as to provide more basic driving force for its economic development.Building Harbin as"seven major cities",the government should strengthen the strategy of"strong city of talents and strong city of science and technology",constantly improve the policy of attracting talents,and change the problem of unreasonable talent structure.In response to the problems that need to be strengthened in the scientificity,lack of comparative advantages in policy content,and need to be strengthened in policy promotion of introducing high-level talents in Harbin,suggestions are proposed to improve the scientific level of policy formulation,enhance the attractiveness and competitiveness of policies,and increase the publicity of talent introduction policies.
