摘 要:随着城市空间规划及产业布局调整,对城区内既有铁路的发展要求相应提高,而既有铁路的传统功能已难以适应形势要求,因此,需结合项目特征深度挖掘其多元化功能并找到合理的实现途径,以此提高项目的综合效益。根据既有铁路的空间分布、枢纽引入、路网衔接等特征,研究提出其市域化利用后的功能包括交通补强功能、开发引导功能与城市宣传功能三大体系。其中,交通功能的实现可分为直接购买服务、技术改造再利用两种模式,由路地双方共同推进实施;开发功能的实现需要在统筹国土空间规划的基础上建立既有铁路改造与土地利用的双向互动机制,需要城市各部门联合谋划、动态结合;城市宣传功能通过静态的城市资源与动态的市域列车融合互动来实现,即将市域铁路资源融入城市建设过程中。选取经典型案例,进一步通过定性和定量分析各功能的实现方案。With the adjustment of urban spatial planning and industrial layout,the requirements for the service functions of suburban railway are correspondingly increased,however,the traditional functions of the existing railway are difficult to meet the requirements of the situation.Therefore,we should deeply mine its diversified functions and find a reasonable way to achieve them and improve the comprehensive benefits of the project.Based on the spatial distribution,hub introduction,network connection of the existing railway,it is proposed that the functions include traffic reinforcement function,guidance function and city publicity function.The realization of transportation functions can be divided into two modes:direct purchase of services and technical transformation and reuse,which need to be promoted by both local government and railway administration.The realization of development function requires the establishment of a two-way interactive mechanism between the reconstruction of existing railways and land planning.Urban publicity function is realized through integration and interaction of static urban resources and dynamic urban trains.The functions of existing railways are realized through qualitative and quantitative analysis based on classic cases.
