摘  要:基于Elmeri理论和人、机、环、管安全生产理论,提出了运用现场安全观察评分表的方式,结合小庄煤矿各机房进行实际操作打分应用,通过岗位人员自我观察、作业环境安全观察评分表方式,自主识别现场不安全行为和不安全状态,分析总结作业现场的安全风险影响因素。将观察表的检查打分内容分为5个一级指标、15个二级指标,各岗位作业人员进行为期7个月的安全观察评分。结果表明:经过不断地自我观察、主动整改隐患,各机房安全指数逐渐上升,机电队整体的安全指数呈明显上升趋势,Elmeiri安全观察评分法是一种改善人不安全行为、物不安全状态的有效操作方法,为减少事故的发生提供新的管理方法。Based on Elmeri theory and safety production theory of human,machine,environment,and management,a method of using on-site safety observation scoring table is proposed,the practical operation scoring application is conducted combined with various machine rooms of Xiaozhuang Coal Mine.Through ways of self observation of post personnel and safety observation scoring table of work environment,unsafe behaviors and states on site are identified autonomously,and factors affecting safety risks on the operation site are analyzed and summarized.Divide the inspection and scoring content of the observation table into 5 primary indicators and 15 secondary indicators,and conduct a 7-month safety observation rating for each post operator.The results show that through continuous self observation and proactive rectification of hidden dangers,the safety index of each machine room gradually increases,and the overall safety index of the mechanical and electrical team shows a significant upward trend.The Elmeiri safety observation scoring method is an effective operation method to improve unsafe behaviors of people and unsafe conditions of objects,providing a new management method to reduce the occurrence of accidents.
