摘　　要：目的探讨基于全面质量管理理念的专科医院医疗技术管理及实践效果。方法以全面质量管理理论框架为指导,以某三级呼吸专科医院为研究对象,以机器人手术为例,介绍医疗技术尤其是限制类技术的全流程管理措施和体系,并分析该技术的实践效果。结果2021年机器人手术通过备案并开始临床使用,当年度共开展710例。质量指标上,机器人手术患者在非计划再次手术率、术中术后输血率和14d再入院率较常规手术组存在优势。结论通过对机器人手术在技术准入、质量监督、绩效激励等方面落实相关措施,在促进技术大力开展的同时,医疗质量也得到提升,患者安全得到保障。Objective:In order to explore medical technology management and practical effects of specialized hospitals based on the concept of total quality management.Method:This paper introduces the whole-process management measures and systems of medical technology,especially restrictive technology,with the guidance of the theoretical framework of total quality management and a third-level respiratory hospital as the research background,and analyzes the practical effects of this technology by taking robotic surgery as an example.Result:In 2021,robotic surgery was registered and began the clinical use,with a total of 710 cases carried out that year.In terms of quality indicators,robot surgery patients have advantages over the conventional surgery group in terms of unplanned reoperation rate,intraoperative and postoperative blood transfusion rate,and 14-day readmission rate.Conclusion:Through the implementation of relevant measures in terms of technology access,quality supervision and performance incentives for robotic surgery,the quality of medical care is also improved and patient safety is guaranteed in the promotion of the vigorous development of technology.
