摘 要:权力和标准问题贯穿质量评估的整个过程,权力与质量之间的关系越发“缠绕”。从微观权力视角来看,可从结构化规训、层级责任制落实、制度化奖惩等维度,对评估中的权力运行效果和高等教育质量进行认识和初判。高校质量评估现状为:结构化规训中无形控制与力量运作,层级责任制中赋权赋能与层级增设,以及制度化奖惩中显性运作与隐性发力。高校质量评估存在的问题有:质量评估组织与实施程序容易沦为一种形式性安排,忽略过程性和发展性;质量评估组织与实施过程容易陷入失效状态,忽略主体性和能动性。结合社会学视域,高校质量评估的改进对策有:质量评估组织动员的有效落实,需要对权力主体给予伦理关怀;质量评估管理效能的最大发挥,需要将能级纳入层级管理来考量;质量评估制度化奖惩的实施,需要以质量底线思维引导关系型实践。The issue of authority and standards runs through the whole process of quality assessment,and the rela-tionship between power and quality becomes more and more"entangled".From the perspective of micro power,we can rec-ognize and judge the effect of power operation and the quality of higher education from the structured discipline,the im-plementation of hierarchical responsibility system,and institutionalized rewards and punishments.The current situations of quality assessment in colleges and universities are as follows:invisible control and power operation in structured disci-pline,empowerment and addition of hierarchy in hierarchical responsibility system,and explicit operation and implicit power in institutionalized rewards and punishments.The problems of quality assessment in colleges and universities are as follows:the implementation of quality assessment and organization are easily reduced to a formal arrangement,ignoring the process and development;the quality assessment organization and implementation process is easy tofallinto a state of fail-ure,ignoring subjectivity and initiative.Combined with the sociological perspective,the countermeasures to improve the quality assessment of colleges and universities are as follows:Firstly,the effective implementation of organizational mobili-zation of quality assessment needs to give ethical care to power subjects;secondly,the maximization of the effectiveness of quality assessment management needs to be considered by integrating the energy level into the hierarchical management;thirdly,the implementation of institutionalized rewards and punishments of quality assessment needs to guide relational practice with quality bottom-line thinking.
