民办高校如何加强党的领导和建设——兼谈民办高校治理和大学文化建设

摘　　要：党的领导和党的建设是民办高校优化提升内部治理体系和治理能力的最核心、最关键的问题。不同于公办高校实行党委领导下的校长负责制,民办高校实行的是董事会依据大学章程进行办学和管理、坚持党的领导和依法治校有机统一的制度。民办高校党委要行使两大职能:一是发挥政治核心作用,包括加强和改进思想政治教育及立德树人的工作;二是要执行政府对民办高校的督导功能,督促学校依法办学,规范管理,切实维护民办高校的和谐稳定。同时,民办高校在发展过程中,尤其要注重完善内部治理模式,加强大学文化和大学精神建设,找准定位、依法办学、特色强校、文化聚人,走个性化、特色化办学之路,从而为中国教育事业的发展作出杰出贡献。The leadership and construction of the CPC are crucial for private colleges and universities to improve their internal governance system and competence.Different from public colleges and universities that implement the principal responsibility system under the leadership of party committees,private colleges and universities operate and manage the school by the board of directors according to university regulations,integrating party leadership into the school operation according to law.Party committees in private colleges and universities should perform two major functions.First,they should act as the political nucleus,strengthening and improving ideological and political education and“cultivating people by virtue.”Second,they should execute the government’s supervisory function over private schools to ensure their operation according to law,standardized management,and harmony and stability.At the same time,in their development,private colleges and universities should pay special attention to improving the internal governance model,strengthening the construction of university culture and university spirit,setting a correct orientation,operating according to law,strengthening their characteristics,attracting people through culture construction,and providing personalized and characteristic schooling to contribute to the development of education in China.
