摘  要:回顾战后日本国立大学运营管理体制发现,法人化改革之前,日本国立大学教授会的权力过大、校长权力受限、学校缺乏统一管理,从2003年开始,日本逐步推行国立大学法人化改革,全面提升校长权力的同时建立了相关保障机制,并对学校的运营管理体制进行了全面改革,取得了明显的成效,这为世界各国的高等教育改革提供了一定的借鉴意义。A review of the post-war operational management structure of Japanese national universities found that there were problems such as excessive power vested in faculty council,limited authority of university president,and a lack of unified management before the reforms toward incorporating national universities as independent legal entities.Since 2003,Japan has gradually implemented the reforms,enhanced the authority of university presidents,established associated safeguard mechanisms at the same time,and reformed the operational management structure of universities in all aspects.These reforms have demonstrated obvious effectiveness,which has reference significance for the reforms of higher education in various countries around the world.
