摘　　要：“第二轨道外交”是介于官方外交与民间交流之间的外交形式,对于国家间信任的生成具有重要作用。基于理性选择,两国通过“信号机制”展开双向博弈,在相互妥协中达成共识,产生基于利益的彼此信任;在社会心理层面,“第二轨道外交”的双方代表通过交往、交流增进彼此感情,并带动两国领导人、决策者以及广大民众建立“情感链接”,推动信任的生成;在文化互动方面,“第二轨道外交”通过学术研讨和人文交流,增进对彼此文化的了解并推动“认知共同体”的构建,促进信任的生成。在当今“信任赤字”以及国家间矛盾频发的国际背景下,“第二轨道外交”有利于增进彼此互信,维护良好国际秩序,同时也为实现中华民族伟大复兴创造良好外部环境。“Track-two diplomacy”is a diplomatic form between official diplomacy and non-governmental exchanges,which plays an important role in generating trust between countries.Based on rational choice,the two countries carry out two-way game through the“signaling mechanism”,reach a consensus through mutual compromise,and generate mutual trust based on interests;at the socio-psychological level,the representatives of the two sides of“track-two diplomacy”enhance mutual feelings through association and exchanges,and drive the leaders,decision makers and the general public of the two countries to establish“emotional link”and promote the generation of trust;in terms of cultural interaction,“track-two diplomacy”enhances the understanding of each other’s cultures and promotes the construction of a“cognitive community”through academic discussions and cultural exchanges,promoting the generation of trust.In the current international context of“trust deficit”and frequent conflicts among countries,“track-two diplomacy”is conducive to enhancing mutual trust,maintaining a sound international order,and creating a good external environment for realizing the great rejuvenation of the Chinese nation.
