差别化支持视域下中国和加拿大民族高等教育招录政策比较分析

摘　　要：中国和加拿大都是多民族的统一国家,都秉承优秀的民族历史和传统文化。中国和加拿大的政治、经济、民族文化教育制度虽然迥异,但是民族高等教育制度,尤其民族高等教育招录政策方面存在共性。中国和加拿大的民族历史政治、文化语境、价值观不同,推行民族高等教育招录政策的背景、目的、内容等方面也存在不同。从民族高等教育发展轨迹来看,中国和加拿大民族高等教育招录政策的形式和内容比较丰富,差别化支持是政策发展的趋势和最终的价值追求。在差别化支持视域下,基于比较角度分析中国和加拿大民族高等教育招录政策的理念、内容、具体操作,对中国和加拿大的民族高等教育的发展具有相互借鉴的意义。Both China and Canada are multi-ethnic unified countries,adhering to excellent national history and traditional culture.Although China and Canada are vastly different in political and economic systems,as well as in national cultural and educational systems,there are similarities in the system of national higher edu-cation,especially in terms of enrollment policies.In addition to the different historical,political,cultural,educa-tional backgrounds and values in China and Canada,there are also some differences in the implementation back-ground,purpose,and content of the enrollment policy for national higher education.From the development tra-jectory of higher education for ethnic minorities in China and Canada,the form and content of enrollment poli-cies for national higher education are relatively rich,but differentiated support is the trend and ultimate value pursuit of its policy development.Therefore,It is of a mutual referential significance to analyze the concept,con-tent,and specific operations of the enrollment policy for national higher education in China and Canada from a comparative perspective of differentiated support.
