摘　　要：优化公安组织结构是深入贯彻党的二十大决策部署、全面深化公安改革以及全面建设法治公安的重要任务。通过深化改革和挖掘内部潜力,对公安组织的职能结构、层级结构、部门结构、职位结构以及编制结构进行优化,从公安组织结构设计必须考虑的七大要素、正确处理大部门大警种制和职务与职级并行制度的关系、探索建立警衔主导的等级制度、积极借鉴境外警察组织结构设计的有益经验、推动制定“公安机关组织法”等五个方面展开论述,为优化公安组织结构提供全方位的理论和法律支撑。Optimizing the organizational structure of public security institutions is an important task for deeply implementing the decisions and deployments of the 20th National Congress of the Communist Party of China,comprehensively deepening public security reform,and comprehensively building a rule of law public security.Through deepening reform and tapping internal potential,the functional structure,hierarchical structure,departmental structure,post structure and staffing structure of public security organizations are optimized.From the seven elements that must be considered in the design of public security organizational structure,the correct handling of the relationship between the system of large departments and large police types and the system of concurrent posts and ranks,exploring the establishment of a rank dominated hierarchy,actively learning from the beneficial experience of overseas police organizational structure design,and promoting the formulation of“The Organization Law of Public Security Organs”,it provides all-round theoretical and legal support for optimizing the organizational structure of public security.
