摘　　要：目的:了解公立医院住院患者各类别医疗保障制度之间的公平性。方法:使用泰尔指数对某三甲公立医院HIS系统2015-2019年微观数据进行研究。结果:住院患者医保横向公平基本达到,纵向公平仍需逐步改善。结论:渐进式提高医保统筹层次,发挥多元主体医保覆盖责任;发挥分级诊疗制度的作用,提高参保人员的获得感。Objective:To understand the fairness of medical security systems for inpatients in public hospitals.Methods:The microscopic data of the HIS system in a Grade III Level A public hospital from 2015 to 2019,and the study using the Theil index.Results:The horizontal equity of inpatient medical insurance is basically reached,but the vertical equity still needs to be improved gradually.Conclusion:Incremental tests can improve the level of medical insurance pooling and give full play to the responsibility of multiple subjects in medical insurance coverage.Play to the hierarchical medical system and improve the sense of gain of insured personnel.
