营商软环境优化策略研究——基于31个省份的质性分析

摘　　要：营商环境是全面深化改革的关键一环,如何构建优质营商软环境成为重点问题。文章以31个省份为案例,探究简政放权、产权保护、可持续发展、文化紧密度对建设优质营商软环境的组合影响。结果显示:(1)单一变量不存在必要条件,营商软环境受到多个前因条件的组合影响;(2)可持续发展与营商软环境因果关系较弱,生态环保与经济发展的双赢尚未实现;(3)提升优质营商软环境的构型有四种,分别为松散文化下科教供给与产权保护型、紧缩文化下简政放权型、政府服务下创新导向型、紧缩文化下有为政府型;(4)紧缩文化与简政放权具有良好耦合,松散文化与产权保护具有良好耦合。科教体系建设对所有省域都是重中之重。在此基础上,不同文化特性的地区可以选择不同治理路径,以此避免跟风治理导致的高改革成本及低适用性,进一步推动区域商业活力。The business environment is a key part of comprehensively deepening reform,and how to build a high-quality soft business environment has become a key issue.This paper takes 31 provinces as cases to explore the combined impact of streamlining administration,property rights protection,sustainable development,and cultural closeness on building a high-quality soft business environment.The results show that:(1)there are no necessary conditions for a single variable,and the soft business environment is affected by the combination of multiple antecedent conditions.(2)The causal relationship between sustainable development and soft business environment is weak,and the win-win situation between ecological environmental protection and economic development has not yet been realized.(3)There are four configurations to achieve a high-quality soft business environment:science and education supply and property rights protection under the loose culture,administration and decentralization under the tight culture,innovation-oriented under the government service,and government-oriented under the tight culture.(4)The tight culture has a good coupling with the streamlining of administration and decentralization,and the loose culture has a good coupling with the protection of property rights.The construction of science and education system is a top priority for all provinces.On this basis,regions with different cultural characteristics can choose different governance paths to avoid the high reform cost and low applicability caused by following the trend of governance,and further promote regional commercial vitality.
