摘 要:社会矛盾纠纷调解已成为公安派出所最常接警、最耗精力、最难获得认同的工作,公安派出所的调解工作面临着任务、能力和资源等多方面的困境,如公安调解的职责范围不明确,理念滞后,方法欠缺,任务艰巨、警力资源不足,社会资源却大量闲置等。如何突破困境,高效优质化解矛盾纠纷,筑牢防治纠纷的第一道坚实屏障,成为公安派出所亟待解决的问题。因此,有必要以路径依赖、利益相关者、资源配置、博弈论等视角进行深入探析,从宏观的体制机制、中观的管理控制、微观的理念方法等方面综合施策,提升公安派出所调解工作的质效,从而维护社会秩序稳定,防范刑事、治安案件发生,实现调解工作政治、法律和社会效果的统一。The mediation of social contradictions and disputes has become the most common,labor-intensive,and difficult task for responding policemen in police stations.The mediation work of police stations confronts various difficulties in terms of tasks,abilities,and resources,such as unclear responsibilities,outdated concepts,lack of methods,arduous tasks,insufficient police resources,and a large amount of idle social resources.How to break through such difficulties,efficiently and effectively resolve contradictions and disputes,and set up a solid first barrier to resolve contradictions and disputes has become an urgent problem that police stations have got to solve.Therefore,it is necessary to conduct in-depth analysis from the perspectives of methodology dependence,stakeholders,resource allocation,game theory,etc.,and take comprehensive measures from the perspective of macro institutional mechanisms,meso management control,micro concepts and methods,etc.so as to improve the quality and efficiency of mediation work in police stations.Only in this way can social stability be maintained,criminal cases and public disturbance be prevented,and the goal of political,legal,and social effects of mediation work be attained.
