摘 要:分析中国省际医疗对口支援制度的理论基础与形成原因,并对该制度历史发展脉络进行划分,将其分为孕育与萌芽、确立与初创、巩固与发展三个阶段,并从行政任务、主体利益、传统文化、技术革新四个方面分析了影响省际医疗对口支援制度发展的动力因素,在此基础上总结有益经验,得出省际医疗对口支援是将制度优势转化为健康治理效能的生动实践,是促进协同治理实现健康中国战略的重要手段,为国家医疗卫生服务均衡发展和重大公共卫生风险防控提供了中国方案。This paper analyzes the theoretical basis and formation reasons of China's inter-provincial medical counterpart support system,and delineates the historical development of the system,which can be divided into three stages:incubation and germination,establishment and initiation,consolidation and development.The driving factors of institutional development were analyzed from four perspectives:administrative tasks,stakeholder interests,traditional culture,and technological innovation.Based on this analysis,valuable experiences are summarized,concluding that inter-provincial medical counterpart support is an effective practice for transforming institutional advantages into health governance effectiveness.It is also an important means of promoting coordinated governance and realize the Healthy China strategy.Furthermore,it is a Chinese solution for the balanced development of national medical and health services,as well as for the prevention and control of major public health risks.
