优秀农村党支部书记队伍培养教育规律探析——以河南省濮阳县为例

摘　　要：党的二十大报告强调提升社会治理效能,关键在于健全共建共治共享的社会治理制度。要实现基层治理有效,需要一支精明能干的人才队伍做支撑,优秀农村党支部书记队伍无疑是多元治理主体中的重心。农村党支部书记作为农村基层党组织的主心骨,是实施乡村振兴战略的领头雁,更是治理有效的生力军。该文以濮阳县为例,探析新时代、新形势下,农村党支部书记培养教育的发展现状、存在的问题及发展策略,通过培养教育打造一支具有辐射带动能力的先进群体,为推动乡村治理体系和治理能力现代化提供地方经验。The report of the 20th CPC National Congress emphasizes that to improve the efficiency of social governance,the key is to improve the social governance system of co-construction,co-governance and sharing.In order to achieve effective governance at the grass-roots level,we need a team of smart and capable talents to support,and the team of excellent rural Party branch secretaries is undoubtedly the focus of multiple governance subjects.As the backbone of rural grass-roots Party organizations,the secretary of rural Party branch is not only a leader in the implementation of Rural Revitalization Strategy,but also a new force in effective governance.Taking Puyang County as an example,this paper probes into the present situation,existing problems and development strategies of the training and education of rural Party branch secretaries in the new era and new situation,so as to create an advanced group with radiation-driving ability through training and education and provide local experience for promoting the modernization of rural governance system and governance capacity.
