摘　　要：上海应全面探索建立符合科技创新规律和产业变革发展方向的颠覆性技术创新发掘、资助、管理和服务机制,支持有前景、有优势、有特色的颠覆性技术创新项目。围绕人工智能、新能源、生物医药、智能制造等领域加强底层研究、攻关前沿关键技术,支持建立由企业主导、具有颠覆性创新的深科技研究项目,实现从“0”到“1”的创新突破,加速独角兽企业的成长和裂变。Shanghai should comprehensively explore the establishment of a mechanism for identifying,financing,managing and servicing disruptive technological innovations in line with the laws of scientific and technological innovation and the development direction of industrial change,and support disruptive technological innovation projects that have prospects,advantages and characteristics.Focusing on artificial intelligence,new energy,biopharmaceuticals,intelligent manufacturing and other fields,we will strengthen the underlying research and tackle cutting-edge key technologies,and support the establishment of enterprise-led deep science and technology research projects with disruptive innovations,so as to realize innovation breakthroughs from “0” to “1”,and accelerate the growth and fission of unicorn enterprises.
