系统论视角下政府运行保障体制改革的历时性研究

摘　　要：改革开放以来,我国政府运行保障体制由分散管理向集中管理转型。按照时间顺序可以将这一改革进程分为三个阶段。第一阶段是职能归口阶段,改革动力来自系统内行政体制和预算制度改革的要求,改革表现为政府运行保障经费、资产等相关职能的归口管理;第二阶段是机构建设阶段,改革的动力来自系统外公共舆论的推进和系统内党风廉政建设、行政权力减量改革和职能优化的要求,改革体现为各级政府机关事务管理机构的设立;第三阶段是界面重构阶段,改革的动力是系统外数字技术的发展,改革体现为技术应用带来的界面重组与部门职能强化。从系统论视角看,未来政府运行保障体制应完善系统内输入机制,规范职能机构设置,建立绩效考核机制。Since the reform and opening up,the reform of government operation guarantee system has transformed from decentralized management to centralized management.According to the chronological order,this paper divides the reform process into three stages:function centralizing,institution building and interface reconstruction.The paper uses the system theory research paradigm to analyze the driving force of the reform in different stages,and summarizes the trend of the reform on this basis.The first stage is the function centralizing stage.The reform driving force comes from the internal requirements of the administrative system reform and budget reform within the system,and the reform is reflected in the centralized management of government operation guarantee funds,assets and other related functions.The second stage is the institution building stage.The reform driving force comes from the promotion of public opinion outside the system and the requirements of the construction of party conduct and clean government,the reduction of administrative power and the optimization of functions within the system,and the reform is reflected in the establishment of government offices at all levels.The third stage is the interface reconstruction stage.The reform driving force is the development of digital technology outside the system,and the reform is reflected in the virtual interface reorganization and department function strengthening brought by technology application.From the perspective of system theory,the future government operation guarantee system should improve the input mechanism within the system,standardize the setting of functional institutions,and establish a performance assessment mechanism.
