摘 要:本文指出为应对淮河洪水频发问题,国家建立行蓄洪区防洪工程,合理启用行蓄洪区是保障沿岸地区安全的有效措施。为了研究政府是否合理运用行蓄洪区,本文以淮河流域安徽段行蓄洪区为研究对象,使用ArcGIS对其历史启用情况可视化,并以城东湖、城西湖、濛洼3处蓄洪区为例,对蓄洪区启用与极端降水两个子系统进行了耦合。耦合结果显示:两个子系统之间耦合度总体水平高,表明政府在极端降水下对行蓄洪区的调控较为合理,对洪涝灾害应急处理能力强。This paper points out that that in order to cope with the frequent flooding of the Huaihe River,China has established a flood control project in the flood storage area,and the rational activation of flood storage areas is an effective measure to ensure the safety of riverside areas.In order to study whether the government is rationally using flood storage areas,taking the flood storage area of the Anhui section of the Huaihe River Basin as the research object,the historical activation of the flood storage area is visualized by using ArcGIS,and the three flood storage areas of Chengdong Lake,Chengxi Lake and Mengwa are taken as examples to couple the two subsystems of flood storage area activation and extreme precipitation.The coupling results show that the overall level of coupling between the two systems is high,indicating that the government has reasonable regulation of flood storage areas under extreme precipitation and strong emergency handling capabilities for flood disasters.
