博士生教育质量保障政策网络、现实问题及化解路径

摘　　要：国家权力对高等教育的影响以国家政策为根本体现。博士生教育质量保障政策现已形成博士生与导师的微观层次,培养单位与学位授予单位的中观层次,国家学位委员会的宏观层次,三级层次网络。其中微观层次包括奖励型政策、惩罚型政策和责任型政策;中观层次包括命令型政策和奖励型政策;宏观层次政策为惩罚型政策。学位授予单位和培养单位作为宏观层次与微观层次的桥梁,将政策实施进一步落到导师与博士生,而学位授予单位和培养单位又以导师为中介,将政策落到博士生培养全过程。目前博士生教育质量保障政策存在毕业决定权的模糊与随机,对论文的偏颇追求以及助推导学关系恶化的问题。因此需要对博士生教育质量再思考,完善教育评估体系,保障博士生权利,加强政策实行的监督,构建良好的博士生培养环境,为博士生教育赋能。The influence of state power on higher education is fundamentally reflected in national policies.The quality assurance policy of doctoral education has now formed the micro level of doctoral students and supervisors,the middle level of training units and degree-granting units,the macro level of the National Academic degree Committee,and the three-level network.The micro-level includes reward policy,punishment policy and responsibility policy.The middle level includes command policy and reward policy.Macro-level policies are punitive policies.As a bridge between macro level and micro level,degree granting units and training units further implement policies to supervisors and doctoral students,while degree granting units and training units use supervisors as intermediaries to implement policies to the whole process of doctoral training.At present,there are some problems in the quality assurance policy of doctoral education,such as the ambiguity and randomness of the decision of graduation,the biased pursuit of the thesis and the deterioration of the relationship of auxiliary derivation.Therefore,it is necessary to rethink the quality of doctoral education,improve the educational evaluation system,protect the rights of doctoral students,strengthen the supervision of policy implementation,build a good doctoral training environment,and empower doctoral education.
