摘　　要：将文化遗产保护纳入全球治理,有利于更好地凝聚各方共识,也有利于我国发挥作为文明古国的历史和文化优势,为人类命运共同体建设注入更多人文内涵。由柬埔寨王国政府与联合国教科文组织主导的吴哥古迹国际保护行动从1993年启动至今,已成为全球文化遗产治理的典范,不仅提升了吴哥古迹及其环境的保存状况,还有力推动了当地的经济和社会发展,并增进了各国专业人员及民众间的相互认知。秉承科学设置治理议程、构建有效治理机制以及培育多元治理队伍的原则,文化遗产保护能够在全球治理体系改革以及人类命运共同体建设中发挥更大作用。It is a significant challenge to elevate the thriving international cooperation on cultural heritage from bilateral and multilateral projects to the level of global governance,to improve the life quality of people living in heritage sites through collaborative cultural heritage protection,and to advance the sustainable development of heritage sites.The aim is to encourage exchanges and mutual learning among civilizations and enrich cultural connotations in constructing a community with a shared future for mankind.Formally launched in 1993,the international action for the conservation of the Angkor Monuments has remained active to this day.It has become a flagship project for the global governance of cultural heritage with its international cooperation model and interdisciplinary and comprehensive approach to conservation and development.This paper systematically analyzes the governance mechanism of the international action for the conservation of the Angkor Monuments,focusing on agenda setting,participating parties,and organizational capacity building.This paper believes that the key to the success of the action is the establishment of agendas that align with heritage conservation and management needs and gain full support from all parties involved.At the same time,the enduring vitality of the action comes from the diverse participation and decision-making mechanism based on the International Coordinating Committee,founded at the inception of the action.Additionally,although the action is an international program led by the United Nations Educational,Scientific,and Cultural Organization(UNESCO),it was launched with the ultimate goal of letting the Cambodian people lead and implement the conservation and management of the Angkor Monuments.A critical guarantee for the smooth progress of the action is the organization and capacity building centered around this goal.This paper provides insights into promoting China's engagement and leadership in the global governance of cultural heritage,deepening the cultural exchan
