摘　　要：以史为镜可以知兴替。历史是一个国家、一个民族发展进步的源泉,对中华优秀传统文化的继承和创新是现代文化建设中必不可少的一部分。中国传统行政文化历经千年发展变化,蕴藏着许多治国理政的智慧,是现代行政管理发展的思想文化宝库。文化是行为的先导,一个学科的发展离不开文化建设,更离不开其本身的历史根基。中国是一个拥有五千年历史的文明古国,文化底蕴深厚,现代行政文化发展必然要从传统文化中汲取营养,不断创新,使其更加契合现代行政管理的需要。该文通过梳理传统行政文化产生的基础及历史流变,归纳总结出传统行政文化中“民本”理念、“德治”理念、“和”理念对现代行政文化建设的有益启示。Using history as a mirror can reveal rise and fall.History is the source of development and progress for a country and a nation,and the inheritance and innovation of traditional historical culture is an essential part of modern cultural construction.Chinese traditional administrative culture has undergone thousands of years of development and changes,containing many wisdom in governing the country and serving as a cultural treasure trove for the development of modern administrative management.Culture is the precursor of behavior,and the development of a discipline cannot be separated from cultural construction,let alone its own historical foundation.China is an ancient civilization with a history of five thousand years and a profound cultural heritage.The development of modern administrative culture must draw nourishment from traditional culture,constantly innovate,and make administrative culture more in line with the needs of modern administrative management.This article summarizes the beneficial inspirations of the"people-oriented"concept,"rule of virtue"concept,and"harmony"concept in traditional administrative culture for the construction of modern administrative culture by sorting out the foundation and historical changes of traditional administrative culture.
