向水而生,城市水利基础设施公共化设计策略——以三座城市水泵闸为例

摘　　要：水利基础设施是城市的重要组成部分,维系着城市的日常运行。水泵闸作为水利基础设施中重要的一环,由于所处位置和管理的需要,往往与城市环境较为疏离,但在城市内是广泛分布的。伴随着城市规模的不断扩大,水泵闸与城市之间的关联日益紧密。这部分位于城市内或城市边缘的水泵闸,有可能发展为承载居民活动的城市公共空间。文章选取了深圳洋涌河水闸、浙江椒江南岸双闸桥驿和浙江湖州金茂田园牧歌水闸改造三个城市水泵闸公共化案例。这些案例突破了城市水利基础设施单一功能的限制,通过对环境的回应和不同功能的复合,一定程度上实现了与城市公共生活的结合,为城市公共空间的多样化作出了贡献和创新。基于对这三个案例的分析,文章提出了一套从条件选址、实施策略到后期运营全流程的城市水利基础设施公共化策略,为未来城市水利基础设施的设计提供参考。Water infrastructure is an important part of the city and sustains its daily operation.As an important part of the water infrastructure,pump gates are often detached from the urban environment due to their location and management needs,but are widely distributed within the city.As cities continue to expand,more and more pump gates and cities are becoming more and more closely related.This part of the pump gates located in the city or at the edge of the city may develop into urban public spaces carrying residents'activities.In this paper,three cases of publicization of urban water pump gates are selected:Shenzhen Yangchong River Sluice Gate,Zhejiang Jiaojiang South Bank Shuangzhaqiao Stage and Zhejiang Huzhou Jinmao Tianyuan Pastoral Sluice Gate Transformation.These cases break through the limitation of single function of urban water conservancy infrastructure,and through the response to the environment and the compound of different functions,they realize the combination with urban public life to a certain extent,and contribute to and innovate the diversification of urban public space.Based on the analysis of these three cases,this paper proposes a set of strategies for the publicization of urban water infrastructure,from site selection,implementation strategy to post-operation,to provide reference for the design of future urban water infrastructure.
