摘 要:在明晰跨区域产学协同创新内涵的基础上,构建跨区域产学协同创新复合协同度模型,通过测算区域间产学协同投入和协同产出表征跨区域产学协同创新主体间的联系,之后基于数据包络方法(DEA)对中国30个省区市的跨区域产学协同创新效率进行测量.研究发现:主要城市群中跨区域产学协同创新的综合效率整体上处于中等水平,京津冀地区的综合效率处于首位,其后依次是长江中游、川渝地区及长三角地区.从省域层面看,综合效率排名前十的省市有天津、山东、河南、广东、宁夏、北京、江西、河北、福建和上海.通过2010年与2018年基于效率临界点的区域划分可知,中国跨区域产学协同创新效率呈现出“双低型”省市数量减少、“双高型”省市数量增加的趋势.深化了跨区域产学协同创新的内涵,有效避免了仅从产出视角评估跨区域产学协同效率时的偏差,对于实现跨区域产学协同创新资源优化配置、推动区域协调发展具有重要意义.On the basis of clarifying the connotation of inter-regional industry-university collaborative innovation,we employ a composite synergy model and construct an input-output system to represent the relationship between cross-regional industry-university collaborations.Data enveloping method(DEA)is used to measure the collaborative innovation efficiency in 30 provinces.The results show that the overall efficiency of inter-regional industryuniversity collaborative innovation in major urban agglomerations is at a medium level.The Beijing-Tianjin-Hebei region ranks first,followed by the middle reaches of the Yangtze River,Sichuan-Chongqing region and the Yangtze River Delta region.At the provincial level,the top 10 provinces in terms of comprehensive efficiency are Tianjin,Shandong,Henan,Guangdong,Ningxia,Beijing,Jiangxi,Hebei,Fujian and Shanghai.According to the regional division based on efficiency critical points in 2010 and 2018,the number of“double-low”provinces in China’s cross-regional industry-university collaborative innovation efficiency showed a trend of decreasing,while the number of“double-high”provinces increased.This study deepens the connotation of cross-regional industryuniversity collaborative innovation and effectively avoids the deviation when evaluating collaborative efficiency only from the perspective of output.The research conclusions are of great significance for realizing the optimal allocation of cross-regional industry-university collaborative innovation resources and promoting regional coordinated development.
