On the establishment and development of the discipline of innovation strategy in China

摘　　要：科技创新在中国式现代化建设中居于核心位置。分析了中国现有创新理论学科体系建设滞后、组织体系被边缘化、知识体系缺乏系统性、战略性和自主性等现状;指出了近年来美国等西方国家发起的科技战影响了全球技术链条和产业链条的安全,说明科技创新不仅事关新知识创造和新产品开发,还涉及后发国家的生存权和发展权,现有创新理论对此认识不足;提出了要高度重视建立和发展中国创新战略学学科,对创新战略学的内涵、特征和发展重点进行了系统分析。建议创新战略学聚焦“国家创新能力”理论研究、重视学科交叉融合、讲好中国故事,同时建议在中国学科体系中新增一门一级学科“创新战略学”。Scientific and technological innovation occupies a core position in the construction of Chinese-style modernization.This paper analyzes the lagging situation of the construction of the existing innovation theory discipline in China,the marginalization of the discipline organization,and the lack of systematic,strategic and autonomous knowledge.In recent years,the scientific and technological war launched by the United States and the West has affected the security of the global technology chain and industrial chain,which shows that scientific and technological innovation is not only related to the creation of new knowledge and the development of new products,but also involves the right to survival and development of late-developing countries,and the existing innovation theories do not understand this enough.It is proposed that we should attach great importance to the development of the discipline of innovation strategy.The connotation,characteristics and the key content of innovation strategy are discussed.It is suggested that the innovation strategy should focus on the theories related to"national innovation capacity",pay attention to the interdisciplinary integration,research on and tell the Chinese story well.It is suggested that a new first-level discipline"innovation strategy"should be added to the Chinese discipline system.
