摘　　要：目前,社会信用体系建设中地方政府的一系列活动在行政程序规制上尚显不足。社会信用体系建设规划、信用行政立法及信用监管实施是当前地方社会信用体系建设的主要实践面向。在社会信用体系建设规划上,应明确规划的性质和其应遵守的程序规定,完善监督和变更程序;在信用行政立法上,应统一规范的名称和体例,保障具有广泛代表性的公众参与,完善信用措施设定程序;在信用监管实施上,应完善告知程序和异议程序,设置分级分类监管措施的实施程序,设置相应的听证程序和简易程序。At present,a series of activities of local governments in the construction of social credit system are still insufficiently regulated by administrative procedures.The planning for the construction of social credit system,the administrative legislation on credit and the implementation of credit regulatory are the main practice-oriented aspects of the current construction of social credit systems for local governments.In the planning of social credit system construction,the nature of planning and the procedures to be followed should be clarified,and the supervision and change procedures should be improved.In the administrative legislation on credit,the terms and style of normative documents should be unified,broadly representative public participation should be guaranteed,and the procedures for setting up credit punishment measures should be improved.In the implementation of credit regulatory,the notification and objection procedures should be improved,the implementation procedures for hierarchical regulatory measures should be set up,and the corresponding hearing procedures and simplified procedures should be set up.
