整体性治理视阈下的老年就业工作分析——基于82份政策文本的扎根研究

摘　　要：老年就业工作作为积极老龄化国家战略的基本支撑,对于治理能力和治理体系现代化的实现具有重要意义。深入我国老年就业发展的政策土壤可以发现,当前我国老年就业工作遵循“问题呈现—机会之窗—整体治理”的演进逻辑,其发展面临碎片化困境,集中表现为理念失范:针对老年人的就业歧视普遍存在;制度断裂:没有形成完善的就业政策体系;结构困境:缺少有效的沟通协调机制;技术落后:信息化建设水平不高。与此同时,我国老年就业工作也迎来了时代发展的新机遇。针对我国老年就业工作实现,应以积极应对老龄化和实现人的全面发展为目标导向,在整体性治理视阈下结合时代发展特征探索老年就业政策治理的路径,对老年就业进行价值塑造、制度同构、结构重建和数字赋能,积极构建中国特色社会主义老年就业政策体系。As an important support for the implementation of China's national strategy of active aging,the promotion of the employment policy for the elderly is of great significance to China's governance capacity and the modernization of the governance system.Going deep into the policy of China's elderly employment development,it can be found that current China's elderly employment policy follows the evolutionary logic of"problem presentation,a window of opportunity,and overall governance",and its development is facing fragmentation,which is mainly manifested in many aspects,including the concept anomie shown by common job discrimination against the elderly,system rupture shown by the absence of a good system of employment policies,structural dilemma shown by the lack of effective communication and coordination system and technological backwardness shown by low-level IT application.But at the same time,it also ushers in new opportunities for the development of the time.Therefore,it is necessary to take active aging and the all-round development of people as the goal,explore the path of elderly employment policy governance from the perspective of holistic governance and the characteristics of the development of the time,carry out value shaping,institutional isomorphism,structural reconstruction and digital empowerment of elderly employment,and build a socialist elderly employment policy system with Chinese characteristics.
