营商环境对专精特新企业绩效评估影响研究——基于fsQCA路径分析

摘　　要：中小企业作为国家经济发展的生力军,在国家实施强国战略时发挥了不可忽视的基础性作用。近几年国家关注到高质量营商环境能够为企业高速发展提供可靠保障,在保证硬实力的前提下,国家大力推动营商环境生态系统等软实力的全面提升。本文以全国专精特新“小巨人”为样本,选取城市营商环境的7个要素,采用模糊集定性比较分析法(fsQCA)观测其对“专精特新”企业绩效的影响效果机制。研究结果表明:(1)城市营商环境七要素均无法作为产生“专精特新”企业高绩效的必要条件;(2)分析得出企业形成高绩效的两条路径:“创新环境缺失下的市场——法治联合弥补型下的政务自由型”以及“创新环境缺失下的市场——法治联合弥补型下的政务辅助型”。基于组态视角探讨营商环境生态驱动“专精特新”企业绩效的路径,本文突破传统单一理论视角与多重共线性的回归分析瓶颈,借以深化对企业绩效因果机制的理解,为“专精特新”企业发展提供了可能的实践引导思路。As fresh activists for national economic development,the SMEs have played a fundamental role that cannot be ignored in the implementation of the country’s strategy of strengthening the country.In recent years,the state has paid attention to the fact that a high-quality business environment can provide a reliable guarantee for the rapid development of enterprises,and under the premise of ensuring hard power,the state has vigorously promoted the overall improvement of soft power such as the business environment ecosystem.Taking the national specialized and sophisticated little giants as a sample,this paper selects seven elements of the urban business environment,and uses fuzzy set qualitative comparative analysis(fsQCA)to observe their impact on the performance of specialized and sophisticated SMEs.The results show that:(1)none of the seven elements of urban business environment can be used as a necessary condition for producing high performance of specialized and sophisticated enterprises;(2)The analysis shows that there are two paths for enterprises to form high performance:“the market under the lack of innovation environment-government affairs freedom type under the rule of law joint compensation type”and“the market under the lack of innovation environment-government affairs auxiliary type under the rule of law joint compensation type”.Based on the configuration perspective,this paper breaks through the bottleneck of traditional single theoretical perspective and multicollinear regression analysis,so as to deepen the understanding of the causal mechanism of enterprise performance and provide practical guidance ideas for the development of specialized and sophisticated SMEs.
