摘 要:步入城市化新阶段,在空间增量增速双降背景下,存量提升和精细治理成为提高城市效率与品质的重要手段,尤其是街镇层面,因其更靠近需求和实施层级,在各类治理工作中发挥重要作用。由此,本文对街镇层面交通精细化规划和治理的思路方法进行研究。文章首先采用文献综述和归纳总结等方法,阐述了精细化规划的概念和特征,认为其更加注重需求分析、实施分析和动态分析;进而通过多源数据分析和公众参与等方法,阐述了交通精细化规划的核心内容和工作方法,认为供需契合性和系统协调性是核心内容,“一个数据平台、一个工作团队、一个长效机制”是工作方法;最后以苏州独墅湖科教创新区为例具体说明。Entering a new urbanization stage with a dual decline in spatial expansion and growth rate,stock enhancement and refined governance have become important means to improve urban efficiency and quality,especially at the subdistrict level which are so close to social demand and basic implementation that the subdistrict offices play an important role in various governance work.Therefore,this article studies the ideas and methods of refined transportation planning and governance at the subdistrict level.Firstly,with methods of literature review,induction and summary,this paper expounds the concept and general characteristics of refined planning and holds that refined planning pays more attention to demand analysis,implementation analysis and dynamic analysis,and takes data technology and public participation as the basic means;secondly,with methods of data analysis and public participation,it expounds the core content and working methods of refined traffic planning and holds that the supply-demand consistency and system coordination is the core content,and “one data platform,one working team and one long-term mechanism” is the working method;Finally,it explains the ideas and methods in details by taking the Dushu Lake SEID in Suzhou as an example.
