西汉王国“太仓”行政归属问题考辨  

A Textual Research on the Administrative Governance Transition of“Taicang”(Great Granaries)in the Semi-autonomous Kingdoms During the Western Han Dynasty

摘　　要：汉初王国无治粟内史,其太仓归属王国内史。在汉朝廷的治粟内史从内史中分离出来而独掌国家财政后,王国太仓才纳入国家财政管理体系,归属治粟内史。归属时间当在吕后统治时期,最早在吕后二年以后。王国太仓的主要负责人从王国选置,在纳入国家财政管理体系前,称太仓令;纳入国家财政体系后,改称太仓长。王国太仓改属中央,是汉朝廷尝试在“汉国”与“王国”关系上所做出的的重大改变,其后七国之乱没有酿成大祸与此不无关系。At the outset of the Western Han Dynasty(202 BC–220 AD),the administration of the Great Granaries(Taicang)within the semi-autonomous kingdoms or internal vassal states did not fall under the purview of a dedicated Treasury Administration(Zhisu Neishi).Instead,they were managed by each kingdom’s Civil Administration(Neishi).However,this structure underwent a significant transformation during the reign of Empress Lv,around 187 BC,when the Zhisu Neishi became an independent entity overseeing the imperial treasury.Consequently,the Taicang of these kingdoms were integrated into the centralized national financial management system and placed under the direct jurisdiction of the Zhisu Neishi.The key official in charge of the Taicang transitioned from the title“Taicang Ling”(Chief of Taicang)before integration into the national framework,to“Taicang Zhang”(Head of Taicang)following incorporation.This shift in the governance of Taicang,moving it from local kingdom control to direct central government oversight,and the concomitant renaming of its leadership position,represents a substantial alteration in the power dynamics between the Han central government and its subordinate kingdoms.This change in the administrative governance of the Taicang is noteworthy and can be linked to the relatively contained impact of the Seven Kingdoms Rebellion(BC 154).
