摘　　要：基层医疗卫生机构的科研水平作为医学科技创新体系的重要组成部分,其科研水平事关医学科技创新水平的大局。本研究首先对提升基层科研水平的迫切需求进行了阐述,包括“健康中国”规划背景下基层医疗卫生机构的科研水平需要大幅度提升,国家对基层医药服务能力的日益重视对科研管理工作提出了挑战,也对提高基层医疗机构核心竞争力具有重要意义。本文调研了河北省基层医疗卫生机构科研水平的现状,包括科研能力呈明显降低的趋势、申报项目呈明显减少的趋势、中医药学申报项目呈逐渐升高的趋势、民营医疗卫生机构科研能力较弱、不同地区申请项目分布不均。针对上述特点,本文从医学科技查新扶贫专家团队组建、多个基层科研管理交流微信群建立、对中医药学课题验收的指导力度加大、对民营医疗卫生机构科研的扶持力度加大、每个地区专门科研管理人员负责制建立这5个方面进行了探索。As an important part of the medical science and technology innovation system,the scientific research level of primary medical and health institutions is related to the overall situation of medical science and technology innovation level.This study firstly expounds the urgent need to improve the level of grassroots scientific research,including that the scientific research level of grassroots medical and health institutions needs to be greatly improved under the background of“Healthy China”plan,and the increasing attention of the state to the grassroots medical service ability poses challenges to scientific research management and has great significance for improving the core competitiveness of grassroots medical institutions.Then,the research status of the scientific research level of primary medical and health institutions in Hebei Province was investigated in this atricle,including the trend of obvious decline in scientific research capacity,a trend of obvious decrease in the application of projects,a trend of gradual increase in the application of traditional Chinese medicine projects,the weak scientific research capacity of private medical and health institutions,and the uneven distribution of application projects in different regions.And in view of the above characteristics,this atricle explores five aspects:the establishment of medical science and technology search for new poverty alleviation expert team,the establishment of a number of grassroots scientific research management communication WeChat group,the acceptance of traditional Chinese medicine to strengthen the guidance,private medical and health institutions to strengthen the scientific research support,the establishment of special scientific research management personnel responsibility system in each region.
