摘 要:为科学评估联合作战指挥机构情报侦察指挥要素的指挥能力,提出有效改进措施,论文通过建立联合作战指挥机构情报侦察指挥要素指挥能力指标体系,选择合适的能力评价阈值和隶属度函数,采用基于AHP法确定指标体系权重,通过模糊聚类的评估方法计算评估对象的综合聚类系数,得到其能力评价结果;通过分析情报侦察指挥要素各能力指标的边际效应,计算各能力指标对提升联合作战情报侦察指挥要素能力的贡献率,得出提升情报侦察指挥能力的重点途径。实例验证了方法的适应性和有效性。In order to scientifically evaluate the command capability of the intelligence reconnaissance command elements of the joint operation command organization,and propose effective improvement measures,the paper establishes the command capabil⁃ity index system of the intelligence reconnaissance command elements of the joint operation command organization,selects appropri⁃ate capability evaluation threshold and membership function,determines the weight of the index system based on AHP method,and calculates the comprehensive clustering coefficient of the evaluation object through the fuzzy clustering evaluation method,the re⁃sults of their ability evaluation are gotten.By analyzing the marginal effect of each capability index of intelligence reconnaissance command elements,the contribution rate of each capability index is calculated to improve the capability of intelligence reconnais⁃sance command elements of joint operations,and the key ways are obtained to improve the intelligence reconnaissance command ca⁃pability.The adaptability and effectiveness of the method are verified by an example.
