摘　　要：基于党的二十大报告从六个维度构建高质量发展指标体系,对中国2012—2020年236个城市高质量发展水平进行测算及分析。研究结果发现:全国及各地高质量发展水平总体呈现持续提高的趋势。分区域来看,东部高质量发展水平领先于中部和西部,中部略优于西部。分维度来看,区域协调发展最快并成为促进全国高质量发展的主要因素,绿色发展与对外开放程度则有所下降;对外开放、科技创新和区域协调发展是推动直辖市高质量发展的三大维度;市场化程度、区域协调发展以及科技创新对省会(首府)城市高质量发展水平赋能显著;市场化程度和科技创新则是副省级城市高质量发展的重要助力因素。基于此,应进一步巩固头部城市高质量发展成果,充分发挥省会(首府)城市、头部梯队城市等在城市群中的带动作用,并因地制宜增强各地高质量发展的驱动力。Based on the report to the 20th CPC National Congress,this paper constructs an indicator system of high-quality development from six dimensions,and calculates and analyzes the high-quality development level of 236 cities in China from 2012 to 2020.The results show that the overall high-quality development levels nationwide and in various regions show a continuous upward trend.Regionally,the level of high-quality development in the eastern region is ahead of that in the central and western regions,and the central region is slightly better than the western region.In terms of dimensions,coordinated regional development has the fastest growth and is the main factor driving up the level of high-quality development in China,while the degree of green development and openness to the outside world have declined to some extent.Openness to the outside world,scientific and technological innovation,and coordinated regional development are the three dimensions driving the high-quality development of municipalities directly under the central government.The degree of marketisation,regional coordinated development and scientific and technological innovation have significantly empowered the high-quality development level of provincial cities.The degree of marketisation and scientific and technological innovation are significant enablers for the high-quality development of sub-provincial cities.Based on these conclusions,it is necessary to further consolidate the achievements of high-quality development in leading cities,give full play to the driving role of provincial capitals,leading cities,and other leading cities in urban agglomerations,and enhance the driving force of high-quality development in various regions according to local conditions.
